Internally, a PDF document stores its pages as a set of objects referenced by a structure called the page tree — essentially a list that tells any PDF reader what order to display pages in. Reordering pages doesn't touch the content streams, fonts, or images that make up each individual page at all; it only rewrites the order in which those page objects are referenced. That's why reordering is fast and completely non-destructive to the page content — you're changing the table of contents for the document, not the chapters themselves.
This tool loads your PDF, extracts each page as a distinct unit, and displays them in a list with ▲ and ▼ controls. Moving a page up or down updates its position in that in-memory list. Once you're happy with the sequence, clicking Save Order rebuilds a brand-new PDF, writing the pages into the file in your chosen order and regenerating the page tree so any PDF reader — browsers, Adobe Acrobat, mobile apps — displays them correctly in the new sequence. All of this happens locally in your browser; the original file you uploaded is left untouched, and the reordering only exists in the newly generated download.
Reordering shows up in a lot of everyday PDF workflows: fixing a scanner that fed pages in the wrong order, moving an appendix to the end of a report, putting a cover page first after merging several source files, or reshuffling chapters for a different reading order. It's a common companion step after using Split PDF or a merge operation, where the resulting page sequence doesn't match what you actually need.
It's worth being clear about what reordering doesn't do: it doesn't rotate a page that's upside down or sideways — that's a separate operation handled by the Rotate PDF tool — and it doesn't remove any pages from the document. If your goal is a document with fewer pages in a different order, you'll typically delete the unwanted pages with the Delete PDF Pages tool and reorder the remaining ones, in either sequence depending on which is more convenient for your file.
